Revolut receives more fraud complaints than any other bank for third year running

Revolut has received the most fraud complaints of any bank for the third year running, This is Money can reveal.

Revolut customers have brought a total of 3,208 fraud complaints to the Financial Ombudsman Service to date in 2025, according to a Freedom of Information request by consumer website Which?. 

This is made up of 1,875 authorised push payment fraud reports and 1,333 unauthorised fraud reports. 

APP fraud involves a customer being tricked into sending money to a scammer by bank transfer. 

While unauthorised fraud involves criminals stealing money by hacking into accounts, using stolen card details and committing identity fraud.

It means that fraud complaints from Revolut customers outstrip all other banks for the third year in a row.

The FOS data reveals the top 10 firms named in fraud and scam complaints it received in 2024 and 2025 to date. 

Revolut is followed by Monzo which received a total of 2,223 fraud complaints and high street giant Barclays which received 2,152 fraud complaints since the start of the year across APP and unauthorised fraud. 

In 2024, Revolut customers referred 3,242 APP fraud complaints to the FOS while the rest of the top three was made up by Monzo receiving 2,344 complaints and Barclays which received 1,704 fraud complaints. 

Fraud complants made about Monzo for APP fraud had the highest chance of being upheld with a 41 per cent uphold rate, while those made against payments firm Wise were most likely to be thrown out. 

Unauthorised fraud complaints made about Revolut had the highest uphold rate at 37 per cent while Starling complaints had the lowest uphold rate at 23 per cent.

This time last year it was revealed the UK’s fraud reporting centre, Action Fraud, received 9,793 reports of fraud in which Revolut was named. 

The number of fraud reports mentioning Revolut to scam reporting body Action Fraud jumped by 36 per cent to 9,793 in 2023, 

This was about 2,000 more than Barclays and Lloyds, and double the number which named Monzo, a digital bank with about 13 million UK customers. 

Revolut was granted a UK banking licence in July 2025 but has been stuck in the so-called mobilisation stage in the 15 months following while it waits for the Bank of England’s approval as a fully fledged lender. 

Normally, it is expected the Bank of England would complete this process within a year. 

Rocio Concha, Which? director of policy and advocacy, said: ‘For the third year in a row, Revolut looks set to be named as the worst payment firm for handling fraud complaints with the highest number of customers taking their disputes to the FOS.

‘While mandatory reimbursement rules mean scam victims are less likely to lose their money, regulators must closely monitor firms and be ready to take tough action against any that don’t follow the rules.

‘Regulators and the government need to get tough with all weak links in the fight against fraud, sending a clear message that such lax approaches won’t be tolerated.’

A Revolut spokesman says: ‘Each potential fraud case concerning a Revolut customer is carefully investigated and assessed independently of other cases. 

‘Revolut takes fraud and the industry-wide risk of customers being coerced by organised criminals, incredibly seriously. 

‘We have robust protections in place for our millions of customers and analyse over a billion transactions a month. 

‘Our financial crime prevention team now makes up more than a third of our total global workforce of more than 10,000 employees, and half of the data scientists at Revolut are working on financial crime-related topics or products. 

‘We have developed sophisticated AI models capable of spotting and blocking potentially fraudulent transactions using hundreds of internal and external data points. 

‘In 2024, we prevented over £600million of potential fraud against our customers.’
